Not all the components in the steering system will have actual torque specs. Exactly which parts are you looking to get the specs for?
Ok, actually none of the connections you mentioned actually have a torque spec. All of the ball stud connections should be tightened until there is no play in the joint but no further. This will be a different degree of tight on every vehicle based upon the wear of the parts. If you cannot remove the play from the joint while still allowing the cotter pin to be inserted or cant remove the play at all then you need to replace the associated part.
The Tie Rod End Clamps also do not have a torque spec, they need to be tightened until the tie rod end no longer spins in the housing. The clamps, however, should be installed so that the opening of the clamp faces the front of the car and points downward at between a 30-45 degree angle to the ground.
All of the torque specs on the Monza are on the steering gear box, column and intermediate shaft.
