If the handle bars move (rotate) the same amount in both directions, but the boat still only turns right but not left, I suspect the steering cable is no longer anchored in the hull. In the direction the cable is being pulled, it will move the steering nozzle, in the direction the cable is trying to push, the outer housing of the cable is sliding inside the hull. Check under the cowling where the handle bars mount and also at the stern where the cable passes through the hull.
If the handlebars will not turn to the left, like it is physically restricted, and you do not see anything at the steering nozzle externally restricting the movement, then you may need a new cable. At that point, I would disconnect the cable on both ends and attempt to move the inner cable, pushing it all the way in and pulling it all the way out. If it is very stiff, it should be replaced.
