wave runner started then locked up would not start again got new battery started and 45 sec locked up again then would not start again what could that be?

It could be a mechanical problem or a fluid hydrolock. Try removing the sparkplugs and see if it turns over. If it does we need to determine if had fuel or water in the cylinders.
