Hello, Linda.
I'm glad to hear the kittens are doing well with their eating, elimination, and gaining weight, well; you're doing a great job!
: )
If you are stimulating them to eliminate by rubbing vigorously with a warm washcloth on their genital/anal area, this may be the cause of the irritation and dry skin. Using diluted hydrogen peroxide is a good antibacterial, but is also very drying, so just clean the area gently by patting with a warm, damp cotton ball, then pat dry gently and apply a thin film of Neosporin (NOT with the 'pain' ingredient included).
It might be a good idea to have the kittens evaluated by the vet, in person, because they might need a different topical or oral treatment (antibiotics) to help this area heal, after the problem is definitely diagnosed, and also you'd want to prevent infection. In addition, if they are in contact with your carpet or any surface you have cleaned with bleach/cleansers, they might be experiencing an allergic reaction to contact with these and/or other substances. If their bedding was washed in detergent and possibly fabric softener, this too, may be irritating to their skin.
I hope all will be well with your kittens and they continue to thrive!
Cher
