Answer

Hello XXXXXX, if the radiator cap is rated at 15 psi, it vents at 15psi, but it is venting to the overflow bottle. Since the system is airtight, it will push the coolant into the overflow bottle but draw it back into the radiator as the cooling system enters a vacuum.

Answer

If you have no external leaks, that leaves only 2 options, the first is leaking into the crankcase which would turn the oil into a milky consistancy. If that is not the case then it is being burnt in the cylinders within the engine. Now there is 2 options for this to happen. The first is that these engines had horrendous problem with intake manifold gaskets failing. This is almost a a certainty on these engines, but there is another far worse possibility, a head gasket. Neither option is cheap. To confirm either of these options require a trained eye and some techniques that can identify which way to travel. If this car has a lot of miles, above 150000, you may want to look for a replacement instead of sinking the money into this one, less than that maybe.
