Wet tail commonly used for hamsters and sometimes in rabbits is essentially diarrhea. The way to notice this would be matted hair under the tail, diarrhea, no pellets of stool, weight loss, lethargy, and weakness.

If your rabbit has diarrhea he should visit the vet because this could be the result of an overabundance of bacteria in the gut which may require antibiotics.

Stress can be a cause for the diarrhea to occur. You can also see it when being fed veggies with high levels of water and little nutrition like when feeding iceberg lettuce or celery. If you are feeding veggies right now I would go ahead and stop these for now until the diarrhea clears and stick with pellets and hay.

Parasites could also be an issues so again this is where a vet visit would still be a good idea to rule out any intestinal parasites that need treatment.
