7 years ago, my husband got a DUI when he was in college in Colorado. He and I moved to Austin later that year, where he completed his courses and paid his fines. The court accepted all of his work, and the case was closed. A few years later, he applied for a driver's license in Oklahoma, and there was a hold on his license from Colorado. When we called to fix the problem, we were told that we had one more court fee to pay. We paid it, the hold was lifted a week later, and he got his license. We now live in Missouri, and two days ago he tried to get a Missouri driver's license and was told that there is a hold on his license, once again, from Colorado. This time when we called, they said we owed yet another fine and that we needed to provide proof that he finished his alcohol education classes. However, he was never a resident of Colorado; until this year he was a legal resident of Oklahoma. We were wondering if they are allowed to have a hold on his license when he was never a resident of that state, and never had a Colorado driver's license.
