You can possess them for show or display, you cannot possess them for any other reason. The purpose of this law is not to prevent ownership or possession to legitimate collectors, just to those who would seek to display it to deceive or impersonate an officer from that department. The badges are lawful to buy and it all depends on what you do with them that makes it illegal.
