I would love to answer your question, but would like a little more information first so that I can give you the best recommendations. How old is she? How long since she was spayed? Has she exhibited these signs before? Is she being exceptionally lovey (rubbing on you) and particularly vocal? How are her urinations and other litterbox habits? Is she eating and drinking normally? I know there are a lot of questions, but they'll help me get a better idea of what is going on.

she is 3 years old. she was spayed at 6 months of age. no these are new. a little bit and she is being vocal to my sister who she usually ignores. she just used the litterbox and she just used it 10 minutes ago. yes, there are no changes it eating or drinking habits. she is licking her genitals.

It could be a urinary tract infection, an infection of the vulva, or a bleeding growth in her vulva. Urinary tract infection would be at the top of my list, but I supose it could even be a foreign body of some sort (blade of grass, etc.), but I would only expect that if she were indoor/outdoor. I doubt she is in heat, especially if you aren't seeing her being excessively vocal and rubbing herself on everyone and everything. Hope that helps!

Note: The only way a spayed cat could be showing signs of heat would be if a little piece of ovarian tissue is left inside. You would've seen these signs prior to now if that was the case.
