will it still try to wash it just won't fill with water?

The washer goes through the whole cycle without water. No standing water in the basin. Water is present in the drain, but not draining.

ok well water is supposed to be present in the sump area so that's normal. Near the front on the bottom of the diswasher floor there is a float that should raise and lower as the water enters. You can take the kickpanel underneath the door off to look at the tiny black switch and make sure it's still clicking and that the float is raising so that the switch isn't being pressed down anymore.

This float will cut power to the water valve if the float is in the up position because it thinks the tub is full of water.

You can also check the water valve under the dishwasher to see if it's getting 120V if it is and it's not opening to let water in then either the water is turned off under your sink or the valve is bad.
