To answer your question about the FeLV vaccine, that is very weird that breeder instructed you to never do it. There is no reason whats so ever why he shouldn't have one. The only reason that can possibly come to mind why the breeder said that is the cat may have been exposed already, and to get the vaccine the cat must be tested first for the virus. So in this event you would find out the breeder was a liar. I hope that isn't the case. I really do.
As for the chronic sneezing problem, I would get a fungal culture done to make sure it is isn't a fungal infection. If this is the case antibiotics will do nothing for it. Also things like polyps in the nasal cavity and even dental problems can cause it too.
The most common reason for such chronic sneezing is feline herpes virus among cats. There is no cure for it. It causes chronic nasal and respiratory problems during the life of the cat.
You can treat the symptoms of the problem with chlor-trimeton and afrin nasal spray. Chlor-trimeton is an OTC antihistamine you can find at any drug store. Just give a 1/4 tablet 1-2 times daily.
You can strengthen the immune system with L-lysine. A common immune supplement found at any vitamin store.
