If there is no fuse there then it would be a tripped breaker in your panel. It can also be a low voltage fuse located in the air handler.

I checked the breaker box as well as the low voltage fuse on air handler to take sure it was switched on. It is in the on position. It is behind a plastic cover so cannot tell if anything is wrong with it.
The thermostat company also said that if I connect the wrong wire to the wrong terminal i could have blown something on the heat pump. I didnt connect it wrong but who knows if I may have touched it.. Anything else I can check
You can pull the electrical cover off of th heat pump and you may have a circuit board in there. if you do you should see a LED on it.
If you have a volt meter we can check for 24V at the R and C terminal of the thermostat.
If the fan won't run when you switch it to the fan-on mode then it is likely that there is no 24V present in the system. Typically the 24V comes out of the air handler transformer.
Do you have a volt meter ?

Got a volt meter & no power appears to be going to the thermostat. I pulled the panel off the heat pump & saw the board but could not identify the led. For kicks, I am going to atttempt to reconnect the old thermostat & see if it works correctly. Before I do that, should I check anything on the air handler? The breaker switch for the air handler is behind a flexible plastic cover...assuming the board for it is under the same panel.
thanks & I will go ahead and get you paid now. Any other suggestions (short of the next step in calling an HVAC guy) would be appreciated.

Making sure you have 24V is critical, you can check it at the R and C terminals of the air handler also. If no voltage there then you must verify that you have high voltage at the air handler, checking breakers etc.. If you can measure the main wires coming into the air handler then you have power, and if you then don't have any 24V you probably lost the transformer or there could be a transformer fuse in the air handler.

i replaced a burnt 5amp fuse in handler. The fan turns on & off. The heat is working when I test it. In cool mode, the fan turns on & heat pump outside is running but the air coming out does not feel cool. What are the chances I screwed something else up? I'll wait a while & see if the cool kicks in or not.
Let me know if it gets cooler. Was the heat you were getting feel like it was heat pump heat or electric strip heat ?
If you got heat out of the heat pump you should also get cooling.

Eureka! I went up & checked the handler & saw that the lines were icing up. I left the access panel off after replaced the fuse & tested the system. I didnt realize it would suck the hot air in attic. As soon as cover was back on we had cool air.
