I live in Washington state and own a rental house in both Oregon and Arkansas. How do I determine IF I need to file state income tax forms with those states, and is there a way to avoid having to do so?

Generally rental income is taxable in both, Oregon and Arkansas based on the location of the property.

 

So, you do have to file tax return reporting your rental income in both the states.
