Could you elaborate on what happens when you try install the Windows updates? Does it show up any error/message? Also, since when has this issue been occurring?

Okay ..now, please go to Start and type in services.msc in the 'Start Search' box; in the list of services that comes up, look and double-click the 'Software Licensing Service', then set the 'Startup Type' to Automatic, and start the service as well, if stopped. Done that, check if it makes any difference to your issue; if not, let me know so that I can follow up further.

yes[promotional disc] windows vista ultimate includes sp1, 32 bit,includes windows anytime upgrade

Great ..now, please carry out a repair install of your OS using the Vista installation disc; here's an article, included with screenshot, which should guide you through the entire process:
