I've got a 140 hp evenrude 1994 2 stroke, today while I was flushing it at just above idle speed in just froze and stopped! The water ears were on and the water pump was working. Just a little blue smoke, no big smoke or steam. I am wondering if it could be something simple like a reset switch, any chance?

It locked up and quit. I can't get the engine to turn over, but it does not smell burned or look burned in any fashion, but it is locked solid now. I don't have a cord or I would try to turn the fly wheel, but everything feels locked. Am I buying a new engine?

Well that is definately not good. The thing is it could be the gearcase or the powerhead. Two things to check. remove the bottom large straight bladed plug on the gearcase. If there is no grease, smells burned, or looks black with metal fillings, then you have found the problem. The other thing you could try is to remove the sparkplugs, look for damage and inspect plugs for damage.
Along shot but are you sure the starter bendix is not stuck against the flywheel?
