It sounds like your dog might have either kennel cough

Both of these are very easily picked up from another dog.

If you see a colored discharge from nose or eyes, if your dog coughs stuff up, seems lethargic, has any real trouble with breathing, or goes off eating, see your vet as your pet may have a secondary bacterial infection that will need antibiotics or other meds.
If you happen to live in the southwest or midwest another possibility is fungal infections can cause chest congestion such as Valley Fever, Blastomycosis etc.

Unfortunately the kennel cough shot doesn't cover canine influenza and doesn't even prevent all the versions of kennel cough it just does a few of the viruses. Cats do not get kennel cough and dogs vary in immunity to it.
But if she can't meet another dog through the fence then this could be something else such as intestinal parasites as some pass through the lungs on the way to the digestive tract, a collapsing trachea, a tonsil infection due perhaps to dental disease if her teeth have a lot of tartar etc.
I'd plan to see your vet about this.
You can see if some Karo syrup will sooth the tickle in the throat area (sugar syrup can help with that) or see if she will eat an icecube to sooth the irritation.
