You might ask your vet about using an arthritis supplement if the problem is with the elbow joint. Glucosamine chondroitin is one used to help arthritic joints.

Sometimes the joint issue in an elbow can be repaired but you have to figure in healing time and any other health issues that might make surgery an undesirable option.

My cats also love a heated pet bed to help with those sore joints. I use a snuggle disc

Yes an x-ray of the joint may tell you a lot about what is wrong in there.
If you feel he could have been exposed to a tick carried disease that might be worth checking for.
One last question. If it is only arthritis then can you direct me to Cat Physical therapy sites so that i can establish a protocal?
Thank you for your immediate answers. I will check these options out. I love my cat "Agatha" so very much and feel she deserves to enjoy her geriactric years in as little discomfort as possible.
You might want to consider working with a holistic vet too for alternative therapies such as physical therapy, acupuncture etc

As areas vary as to physical therapy centers for animals you might need to ask a local vet about one near you.
There are not to my knowledge sites showing how to do physical therapy on animals on line. You'd want specific exercises for your individual cat and to be shown how to do them if that is a good option for your cat. But here is a video on hydrotherapy
