Going by your description, this rash perhaps is soccer related, and could be staphylococcal infection. There could be so many other reasons to it, but this one comes first to the mind. It is only occurring in the exposed part of the body during the soccer, and could be following very minor abrasions which might not be apparent to a naked eye.
Someone in the team or the opposition might be carrying this infection and would keep on infecting others, and your daughter. MRSA could also happen, if the staph is multi drug resistant.
Your daughter must not play while she has this rash and must get treated from a doctor. If she finds anyone in the game having a rash, but still playing, she should tell the referee or her coach about it. That player should not be permitted to play until the infection is cleared.

Yes, its goes away in about 30-40 minutes after taking the Benedryl. The Benedryl makes her drowsy though and she cannot play soccer and it re-occurred now for the 4th time.

Knowing further details, perhaps these are friction burns caused by the soccer ball. Her skin seems to be very sensitive and it would help her if she covers as much part of her body as is allowed or convenient. At least this will provide her protection to an extent. However, her hands will still remain prone, but can be managed if gloves are permitted. But getting to know exactly what is the problem, she would need to show it to her doctor after she develops them again after the next game. Unless it is examined by a doctor, it would be very difficult to profess. There are antihistaminics available which do not cause drowsiness and it may be discussed with your doctor, and maybe it would be good for her if Benedryl is substituted with a non-sedating medicine.
