Yes this is a common issue on this year range LS.
Are you referring to the red indicators for the gauges flickering or the backlighting on the display flickering?

I need 1 more clarification here now.....when you say "the whole dash panel" do you just mean the gauge area behind the steering wheel or is this the radio/climate control/door switches/shafter/etc.....lighting?
BOTH WILL GO BLACK BUT USALLY IT IS ONLY BEHIND THE STEERING WHEEL , IT JUST DEPENDS ON ITS MOOD

Does this seem to have gotten worse with time or just a steady issue?
Does temperature seem to hav a contributing factor in this issue?
If you ball your fist and smack the dash above the cluster will it alter or flicker the lighting if the condition is hapening?

this is a very common concern on this specific year range LS400. What happens is over time the printed circuit board inside the instrument cluster develops slight cracks that cannot be detected by the naked eye....as temperature rises/falls the circuit board expands/contracts and the electrical connections have a tendancy to open up on the board, a a result the cluster and lighting to the dimmer circuit is cut off. Typically (as you stated) this is worse and more noticibel when the car is in colder climate but can also be noticed more also when it's extremely hot inside the car.
Unfornutely there is no "cheap" solution or fix on this one. To remedy and resolve this issue the printed circuit board within the cluster OR the entire cluster will need to be replaced.
As far as repair options I advise against used/salvaged parts as this si a common issue and too many of my customers have purchased used parts that had the same issue and symptoms and end up purchasing a new component.
Note also that the circuit board should only be serviced by a technician familiar with this setup as it is basically a small computer and very sensitive to procedures.
