When you say tracking, are you saying the alignment has been checked? If not,do this first,if you have did they inspect your tie ends and ball joints? These are the three likely reasons for inner tire wear in likely order,hope it helps.

Tyres not been rotated only front tyres have worn this way, tyres have done 14,000 miles and have worn through to the metal

Have these tires remained properly inflated? This wear problem is caused by one of the following: inproper inflation,lack of rotation,alignment or loose or damaged parts mentioned above. These tires should have been rotated at least three times by now.
