It does not include the point (4, 0).
Let's plug in this point in the inequalities and see if it satisfies,
y > 3
0 > 3 Does not satisfy
x+y<5
4+0<5 Satisfies this one.
In order to be in the shaded region, the given point must satisfy both of the inequalities. In this case it does not satisfy the first one and it is not in the shaded region.
