Regarding my 1978 Mercury Cougar XR-7 with 351M engine. The vehicle has factory California emissions with two catalytic converters, one attached to each exhaust manifold. The converters glow red when the engine runs. I read that if I replace the converters with straight pipes, the engine would get better gas mileage and would also have more horse power. Is this true? If it is, do I have to do any other modifications to run without the converters?

You might want to check emission laws its illegal to remove converters. For practical driving there is going to be no noticeable difference without converters. The motor needs some back pressure to run correctly. I would check the converters for flow ythey should not be red they may be clogged. Most exhaust shops can check them for flow.
