I own a 2004 Volvo V70. At the 37,500 mile service I was quoted almost $2,000 to replace the front brake pads and rotors, to replace the control arm bushings and to do the wheel alignment. Is this a fair price in the Los Angeles area?

For ALL of that.. probably so... but I am more concerned with ...
WHY do you have to change control arm bushings (or brakes for that much) on a car with only 37,500 miles?. The only way the bushings would need changing is if it were in a wreck.. and, there would obviously be other damage from something like that.
I would seriously get a second opinion on that... NOT from a dealer.
