What are the Georgia labor laws concerning sales commissions? My company accessed to all salespeople a 4% fee on invoices that were not collected in the year 2007, just last month.

There are no specific laws in Georgia concerning how a company deals with commissions. Unless you are under a specific employment contract, you are an at-will employee, and the terms of your employment are up to the employer. So long as they are not applied in a discriminatory manner (ie, because of race, religion, gender, national origin, or age). So, even though it has been a few years, they can still make the assesment so long as they apply the assesment equally across the company.
