If you have informed the landlord of the problem and they are not doing anything then you have 2 options:
1) vacate the property and move somewhere else - the landlord is "constructively evicting" you by not furnishing heat or proper heat to the premises making the premises unliveable, OR
2) pay for the heater to be fixed and reduce the rent by the payment to fix the heater
