I am sorry to hear of your troubles with the school and the VPs callous attitude. I am also disabled and understand how frustrating it can be sometimes when dealing with non-disabled, ignorant people. The CA statutes specifically set forth how many handicapped spaces are required for both residential and non-residential properties. The amount of handicapped spaces a non-residential property has to have is determined by how many regular parking spaces the property has. The best thing for you to do is to figure out how many spaces this school has (you can do this by visiting the planning and zoning board), and then see if the amount of handicapped spaces is proper. So you don't have to worry about doing any of this yourself, I am going to recommend that you contact California Protection and Advocacy at 1-800-776-5746. They represent disabled persons at no charge and can help you by looking into this matter. I am also providing you with the pertinent CA statute about handicapped parking and the number of required spaces:
20.28.050 Handicapped parking requirements.
Handicapped parking requirements are established by the state of California. The parking standards contained in this section are identical to those established by the state at the time of the adoption of this zoning code. Any change in the state's handicapped parking requirements shall preempt the affected requirements in this section.
A. Number of Spaces Required.
1. Handicapped parking for residential uses shall be provided at the rate of one space for each dwelling unit that is designed for occupancy by the handicapped.
2. When less than five parking spaces are provided, at structures and uses subject to these regulations, one space shall be fourteen feet wide and striped to provide a nine foot parking area and a five foot loading and unloading area. There is no requirement that the space be reserved exclusively or identified for handicapped use only.
3. Required handicapped parking spaces shall count toward fulfilling off-street parking requirements.
4. In the event only one handicapped parking space is required, such space shall be van accessible.
5. Handicapped parking spaces shall be provided for all uses other than residential at the following rate:
