I can see now that you are in LA. Since this is unapproved behavior, you may have a suit for invasion of privacy against the employee personally.
Since this is occuring in the employment context, you should speak with an employment law attorney in your area. Look for one who offers free consultations and takes contingency fee cases. It may be that a letter to the employee to cease and desist would have the effect you need.

When you say unapproved, are you using my terminology or an evaluation of your own?
I used the term unapproved, because I know she printed something off my email and questioned my supervisor about it as well as the President (Elected "Top Dog") of our Government Agency and both of their replys were "What are you doing in there?"
I was offline for a bit.
I am using your terminology, but it can have legal consequences for the employee when she steps beyond the scope of her employment, which appears to be the case here.
