Usually you cannot amend after the judge's recommendations have been entered. You would need to file a motion to amend and obtain the court's permission to amend, attaching the proposed amended complaint to the motion.
Moot means that the motion for summary judgment was denied because it was irrelevant. The case had been dismissed on other grounds it appears.
