my papillon bitch has gone into labour and has passed a small sac of fluid which she has cleaned away,there was no sign of a pup in the sac,she has had nothing else present done there for over an hour now,shes not straining or pushing is this a normal part of the process?

Hello XXXXXXXX,
Since it has been a bit since your post, I hope all is going well. Hopefully she has already produced a puppy for you and you have nothing to worry about. Just in case you have any more questions:

It would be fairly normal for a bitch to take 1/2 hour to 2 hours break in between delivering puppies (the sac may have been a puppy that never developed or was resorbed). As long as she isn't actively pushing she or the pups are probably not in any danger. Each puppy has their own placenta and it probably hasn't detached so they should be getting adequate oxygen and everything. Once she is pushing, I wouldn't let her go more than 2 hours of active pushing before being examined by a vet. If it takes you 1 hour to get to your vet, I would leave after an hour - she could always have one in the car, but you can't get to the vet any faster.   If she takes longer than a 2 hour break and you are sure that there are more puppies, I would also get her into the vet. After an examination, if they think that she can pass the puppies, they can give her an injection to increase the strength of contractions. If they fear she can't pass them than they can do a c-section. If you didn't this time, I would recommend getting an x-ray done the last week of pregnancy so that you can have an accurate puppy count. If she has passed puppies and seems relaxed, is caring for her babies, will eat and drink, she may very well be done. Here are some links to more information.
