This is indeed abnormal, so you should have your bitch seen by a reproductively savvy veterinarian. I recommend one at a vet school, if you have one in a reasonable distance.
On the other hand, why are you breeding a bichon to a yorkie? Contrary to the popular belief, this is not the best thing, as we are seeing alot of recessive traits reinforced in these designer pups that cause alot of hassles for the owners and their new pets. You may want to reconsider this breeding.

I live in Scotland and I am not aware of any "vet schools" within my local area. Most veterinary practices are just general practices. Would it be fine to take her to one of these or even just my lcoal vet?
Whilst I do appreciate your concern, I had initially consulted my local vet with advice on breeding my dogs. He considered this to be acceptable as long as both dogs were in good health. I would certainly not be breeding for profit and only plan on one litter. My vet has also told me that vet's opinions on cross breeding can vary.

Ah, I see your problem. I believe there is only one vet school in Scotland (they are not very common anywhere). As long as your vet has experience with dog breeding, by all means talk to your regular veterinarian. In the US, we have far more neutered dogs, so few vets are experienced with breeding. I've been lucky enough to work for an AKC breeder to get experience (which tends to color my opinions on crossbreeding, of course).
Your local vet should be able to do a vaginal smear to see if she has any signs of heat and may recommend an ultrasound to look at her reproductive tract to make sure it is normal. I hope all goes well.
