Question

I moved into a house and signed a 1 year lease. It recently came to my attention there are rules and regulations for the neighborhood that were not mentioned in the lease nor was i informed of them before moving in. is this considered breach of contract?

Only if you can prove these rules, had they been known at the time you entered the lease, were material enough that you would not have entered the lease to begin with. Thus, you would have to seek to rescind your agreement based upon this material misrepresentation or omission. You should notify the landlord regarding this and if the landlord will not let you out of the lease you can do 2 things, leave and then defend any suit brought by the landlord or sue for a declaratory judgment seeking to rescind the lease based on the fact the rules were not disclosed to you.
