Diesels are mainly power limted by the amount of fuel that can be pumped in at any time, If this is achieved by upping the fuel pressure this also tends to improve the fuel economy.

The first thing I would check is the fuel rail pressure should be at least 140Bar and after that the injection timing this is set by measuring a plunger on the back of the pump with the crankshaft at TDC and for the 2.4L version of this engine its 0.54-0.66mm.

After that I would measure cylinder pressures and check cam timing. If all of this checks out and the engine is healthy I would then look at pulling everything superfluos off the intake. so its plumbed Air filter to turbo to intercooler to engine with no extra pipe work from teh rocker cover or the EGR valve or an air pump. then you can jujdge if the emissions gear is slowing you down.
