Question

my may tag fridge fresh food side is warm. Found when freezer is open cold air blows over to fridge. when freezer door is closed no air circulates to fridge side. Any ideas?

this means that your fridge is not recirculating air properly. Take the back panel off the freezer near the bottom there is an ice or frost blocking the airway somehow--- use a hairdryer to thaw the vent path out.

found a clear plastic piece covering the vent that goes from fridge to freezer. Is this supposed to be there?

yes, that piece is supposed to hinge TOWARD the freezer. If it gets on the other side of the fridge then it will not suck inward when the fan is blowing in the freezer.

That piece of plastic is to prevent the cold air from migrating back to the fridge and freezing the water resevoire when no fans or anything else is on.
