It seems as though you have been a victim of a fraud and you would need to begin by informing Paypal's fraud unit of what has occurred. Next, you should also notify the state attorney general's office where he is located and where you live to conduct an internet fraud investigation. If you provide all of the information to both places they will work with you to resolve the fraudulent activity.
