Just trying to talk to the individual. The patient can`t speak for himself because he lives in fear.

Answer

Hi and welcome to JA,

A family member must apply to the court to become a legal guardian of the patient with a directive in the order of the court that the live in admit the guardian to the house. If she does not, the order should permit police action to gain entry.
