Yes. Holding the license grants certain "property rights" which include the right to set the terms and conditions of allowing others to use that physical piece of property.
To change those general-policy type requirements, there is usually nothing to prevent trying to negotiate different terms--so long as the license holder is not otherwise bound by the terms of the license or by the terms of ITS use of the premises to the set prices being dictated.
