This is a common area for eczema to occur and the symptoms you describe certainly sound like eczema. When it flares try moisturizer first twice a day. If no change then usually cortisone cream is used. The low strengths like 1% can be purchased over the counter and are used twice a day for three weeks or so. If still present then you may need a stronger cream by presciption to use periodically with flares.
Pressure irritates the area so the minimum amount is best. Stop the scrubbing as this may feel good for the itch but not good overall. Antihistamines like claritin in the winter will help both the itching and rash. Wearing vaseline covered gauze with tape under you pants in the winter will probably do wonders.
