What are the employment laws of the state of Oregon concerning disciplinary actions for termination of a general labor position? Is Oregon considered an "at will" state where an employer can fire an employee for any reason at any time?

Yes, Oregon is an "at will" state and yes you can be terminated for any or no reason so long as the reason is not based on discrimination, employment policy or contrary to an employment contract. You can review that further here and here.

Unfortunately the Oregon statutes do not contain any language regarding discipline of general labor positions. Generally this is left at the discretion of the employer and existing employer policy. The Oregon labor codes are below for your review.
