Prime numbers between 1 and 10 are: 2, 3, 5, 7
Prime numbers between 20 and 30 are: 23, 29

If we pick 23 first,
23 - 2 = 21
23 - 3 = 20
23 - 5 = 18
23 - 7 = 16

It doesn't satisfy the requirement of 24 as the difference,

Let's pick 29 now,
29 - 2 = 27
29 - 3 = 26
29 - 5 = 24
29 - 7 = 22

There is one condition that satisfies the requirement,

The two prime numbers are 5 and 29.
