My husband is experiencing numbness in his lips and some in his mouth. Could this be because of sinus problems he's currently experiencing?

Yes, quite likely.

Inflammation of tissues could be felt as numbness.

It is best to consult a doctor for this, since it is possible that the numbness is due to some other reason.

I suggest that you add these medicines till you go for a direct consultation:
Antihistamines - Alavert 10 mg once daily (OTC)
Decongestants - Sudafed 120 mg once daily(OTC)
Xylometazoline nasal drops - Otrivin nasal drops 2 drops three times daily in both nostrils(OTC).

Another important home treatment is Menthol steam inhalation - add Menthol salts (available OTC) to a bowl of steaming water and inhale the steam two - three times daily - this will relieve the congestion.
