The sexual activity can:

1) introduce bacteria that are normally around the rectal region to the region around the urethra

2) irritate the tissues in the area (from friction) perhaps making them more susceptible to infection

Essentially, it is just "rubbing" bacteria against the urethra, which they think allows for an increase in urinary tract infection frequency.
