Why would my dog me biting at one of her front legs to the point that the hair is wearing off?

Already Tried:
Nothing yet. Higher up on the leg there are 2 tiny little dots, but I can't identify what it is. Could she have gotten nipped while playing with a puppy? Would that cause the irritation? Should I have her checked out by a vet just to make sure she doesn't need antibiotics? (I don't see obvious redness or swelling.) Will the hair grow back?

Hi,

Biting at her leg in the same place, may be a reaction to a bite she got from an insect, spider, snake, (depending where your live), or another puppy, as you suspect. This also may be an allergic reaction to something she contacted, or another skin condition, so yes, an evaluation by the vet, ASAP, would be a good idea. Once she's diagnosed, she'll be prescribed the most appropriate medication, to help her feel more comfortable.

The hair should grow back once she stops bothering the area. It might take a while, but keep an eye on it, and report to the vet if you feel it's not growing in within a few months.
