Hello,
I do not have a specific diagnosis, but I suppose I can offer a few things to consider?
1. An oral infection or infected tooth root
2. Dehydration
3. She ingested something that you do not know about.
4. ***Something is stuck in her mouth. Check in the cheeks, teeth, and the roof of the mouth.

When she licks, she is swallowing air. I am worried about that. Could that cause her to bloat? I have checked her mouth a few times and do not see a bad tooth or anything. Could she have any upset stomach?

Well, lots of dogs get upset stomachs and they generally do not persistently lock. Yes, swallowing a lot of air is not ideal, but it is usually the big deep chested dogs (german shepherd) that would bloat.
I would examine the mouth again. Otherwise, she really should be examined if she has been persistently licking for a long time.
