TEMP GAUGE STUCK ON LOWER TEMP MARK DOES NOT MOVE EVEN WHEN IGNITION SWITCHED OFF CHECKED WITH LAPTOP DIAGNOSTICS NO FAULT SHOWN ON ICL ALSO FUEL GAUGE DOES NOT REACH FULL MARK WHEN TANK FULL. 1999 530d

Hi, sounds like the cluster is on its way out. Try activating the cluster test on your diagnostic equipment and see if they all do the full travel and back, you could do this on the cluster if you know how to get in the test functions, if i remember correctly- hold the trip reset button and click key to radio position, go to test 19 and press it when it comes up unlock, then go to number 2, the test will activate.
you may also have a problem with a tank sender unit. try the test first. i think number 6 will show you fuel levels whilst your in cluster functions,
