It is usually the O-rings on the fittings. There are three fittings, two on the lines and one on the back of the pump. There is a 4th fitting that cannot be resealed. It is under the pump towards the front. If th IPR were leaking, an O-ring on it should fix it. So, they may be partially right, but I would ask exactly where the pump is leaking and if you are not satisfied with their diagnosis, get a second opinion. If you have a small mirror you can check the leak yourself. If the leak is around the fittings on the lines, this can be fixed with o-rings. If it is at the back of the pump, this can be fixed with o-rings also. If it is at the front of the pump underneath, you may need a new pump, but probably not an IPR.
