I am a 67 year old pensioner. My total taxable income amounts to roughly £13.5k - about 5.5k state pension+5k purchased annuities+3k occupational pension. My tax free allowance is offset against the State Pension only, leaving about £2k which is lost, since the annuities and the occupational pensons are taxed at source, at the basic rate. Q- Should I be able to use the 'lost' tax relief against these sources of income?

Yes, you can use your "lost" tax relief. I suggest you make a reclaim via the revenue who may also be able to arrange for your occupational schemes to levy the correct tax rate.
