Question

I have an 8 year old long hair dachshund. His dewclaw has become ingrown (GREW TO LONG AND TURNED BACK INTO THE SKIN) Can I cut the nail close to where it entered the skin OR could the quick be an issue here?

You can cut the toenail close to the pad to remove it, but if the toe pad is swollen, red and has a discharge, it may be infected and painful when you try this. If that is the case, you may want to let your vet do it, so they can get some pain medication on board first and put him on antibiotics. If there is no swelling or sign of infection present, I would monitor the area for any sign of infection and let your vet take a look at it if there is. Once you get the toenail out of the pad, you can clip it back further until you get close to the quick. Please let me know if you have any other questions. Hope this helps.
