Compliance for a "CO" is not a list of what to do. A certificate of occupancy only come after the final building inspection. The final building inspection will identify anything that is not satisfactory and that in itself prevents a CO from being issued. Actually, in many jurisdictions today a CO being issued is a long time, if at all, after final building inspection. If you need to have a CO in hand you will need to go to your building department and have it issued to you directly. There will be nothing on this indicating more compliance work is needed. Basically everything pertaining to health, safety, and codes must be completed and operational. Certain "cosmetics" such as painting, landscaping, etc. are usually not a restriction for obtaining a CO.
