There is no "official" database of cell numbers to people just yet,
which is why all the free sites are phishing sites. There are
companies that maintain thier own private databases to hold this
information.
so to answer your question.
1. will it be free- no, more then likely you will not find a "reputable" free service to do this.
2. I personally like http://www.cell-phone-numbers.com/.
However, if you use another service, make sure they have a "no info/no
pay" statement so that you are assured of getting the results your
looking for.
