Hi
Boxers have a much higher predisposition to tumours of all kinds....both benign and cystic. For this reason we must always be cautious in dealing with "lumps".
From what you are describing this sounds like a benign skin tag (pedunculated tumour). These are common in Boxers and attach to the skin from a very samll base. They are benign. They can generally be removed with a local anaesthetic.
Now I cannot make a definite diagnosis over the internet so you would be wise to have it checked by your vet. He/she may be able to identify the growth on sight alone or may take a tiny sample with a needle for microscopic identification.
I hope I've been of help.
Regards, Peter
